- Get Veterans off the street and into dignified living conditions with the supports they need to recover and maximize their potentials.
- Implement pay-for-performance structures in public-private and federal-state partnerships for housing and related supports.
- Shift HUD funding incentives from “program slots” to outcomes: permanent housing, job retention, and school stability.
- Federal-State Housing Compacts
- • Establish state compacts to blend federal HUD, VA, and HHS funds for integrated delivery.
- • Require measurable outcomes within staggered and personalized yet assertive timeframes (e.g., % reduction in chronic homelessness, increase in permanent supportive housing stock).
